People living around one of the county's tourist hotspots will be given priority for a dozen social rent homes being built there.
Flagship Homes is currently building 12 new homes on land east of Stiffkey Road in Warham, near Wells.
When finished later this year, volunteer housing group Homes For Wells will allocate the houses to people from the town and its surroundings looking for 'affordable rent' accommodation.
Flagship Homes - Flagship Group's development arm - is building the two and three-bedroom houses.
Kai Gibbon, Flagship Homes' pre-construction project manager, said the houses were being built to high specifications, and would each be heated by air-source heat pumps paid for with a grant from the Sheringham Shoal Community Fund.
Mr Gibbon said: “The homes are being built using modern methods of construction, combining timber frames constructed off-site with significant levels of insulation to ensure high performance.
"This results in low energy consumption, low maintenance needs and effectively contributes to reducing climate change.
“This efficient construction will also benefit our customers hugely with reduced running costs and lower energy bills, a huge positive alongside the environmentally-conscious construction.”
Last October, North Norfolk District Council (NNDC) announced it was set to spend more than £1.1m to help deliver dozens of affordable homes.
NNDC’s cabinet agreed to help social housing providers – companies which rent homes at an affordable level - purchase 71 properties in five areas.
In total, the council will provide £1,186,000 in grants to ensure the houses can be delivered.
The five sites mentioned were the Flagship homes in Warham mentioned above, along with Holt, Swanton Novers, Salthouse, and Walcott.
In a report, NNDC described the scheme as “especially badly needed” due to the area having a 48pc level of second and holiday homes – one of the highest in the country.
